HYBRID PARKING PERMITS

June 6, 2005 the City of New Haven became the fourth city in the United States, and the only in CT, to pass an ordinance allowing free metered parking for hybrid and alternative fuel vehicle cars.
This ordinance is part of an effort in New Haven to reduce toxic emissions.  The city of New Haven has also converted the city fleet to hybrids, retrofitted school buses with diesel emissions reducing technology, and has built two hydrogen fuel cell buses.  The City of New Haven can be called “the hybrid capital of Connecticut.”
The ordinance applies only to alternative fuel vehicles registered in New Haven.  Owners will have to come to City Hall, 165 Church Street, with proof that the vehicle is a hybrid or alternative fuel vehicle and currently registered in New Haven, to receive a decal which will be attached to the vehicle.

Motorists will still need to obey posted time limits and must park in legal spots.

RESIDENTIAL PARKING IN NEW HAVEN

Residential Parking Districts Certain streets in New Haven are designated as residential parking districts to ensure that the people who live on these streets have a space to park their cars. If you wish to park on these streets you need to apply for a parking permit. View a map of all the residential parking districts. Residential parking districts are clearly marked with street signs. Permit holders are still subject to all other posted regulations in their zone, including no parking for street sweeping or snow plowing when applicable. The fine for parking in a residential parking district without a permit is $30, this fine doubles in 15 days and triples in 30 days if not paid. Apply for a Residential Parking Permit Complete and print out the appropriate online application below and mail or bring it to The Collections Office located at 165 Church Street on the first floor room 167 with a photo copy of the current registration and $20 non-refundable fee for each permit you are applying for. The calendar year for residential parking permits runs from October 1st to September 30th. Find additional information below on submission documentation. If your car is registered at the permit address If your car is registered within Connecticut but not in New Haven If your car is registered outside of Connecticut Applying for a visitor parking permit IF YOUR CAR IS REGISTERED AT THE PERMIT ADDRESS Apply for a Residential Parking Permit For cars registered at the permit address, the following must be completed: Complete, print and attach the information form. Attach a photocopy of the vehicle registration. Attach a photocopy of applicant's Photo ID with date of birth. Enclose the $20 (non-refundable) filing fee. Mail all documents to the Tax Collector (address on form). Each household is allowed up to 2 visitor permits. From the date you apply, until the date you receive the permits in the mail you may receive parking tickets for resident parking. Bring them to the Tag Division (only residential parking violations), 200 Orange St. with your name and address printed on them and a small note that you are waiting for permits. ONLY IF YOUR PERMIT IS APPROVED WILL THESE TICKETS BE VOIDED. IF YOU DO NOT BRING THE TICKETS INTO US AND YOU ARE TOWED, YOU WILL BE RESPONSIBLE FOR THE TICKETS AND THE TOW. IF YOUR CAR IS REGISTERED WITHIN CONNECTICUT BUT NOT IN NEW HAVEN Apply for a Residential Parking Permit For cars registered within Connecticut but not in New Haven, the following must be completed: Complete, print and attach the information form. Attach a photocopy of the vehicle registration, SHOWING THE ADDRESS HAS BEEN CHANGED TO YOUR NEW ADDRESS IN NEW HAVEN. Attach a photocopy of applicant's Photo ID with date of birth. Attach proof of New Haven residence (bill or lease). Enclose the $20 (non-refundable) filing fee. Mail all documents to the Tax Collector (address on form). Each household is allowed up to 2 visitor permits. From the date you apply, until the date you receive the permits in the mail you may receive parking tickets for resident parking. Bring them to the Tag Division (only residential parking violations), 200 Orange St. with your name and address printed on them and a small note that you are waiting for permits. ONLY IF YOUR PERMIT IS APPROVED WILL THESE TICKETS BE VOIDED. IF YOU DO NOT BRING THE TICKETS INTO US AND YOU ARE TOWED, YOU WILL BE RESPONSIBLE FOR THE TICKETS AND THE TOW. IF YOUR CAR IS REGISTERED OUTSIDE OF CONNECTICUT Apply for a Residential Parking Permit For cars registered outside if Connecticut, the following must be completed: Bring vehicle registration to the Assessor's Office, City Hall, 165 Church Street (1st Flr) and then pay property tax at the Tax Collector’s Office (same address). Complete, print and attach the information form. Attach a photocopy of the vehicle registration. Attach a photocopy of applicant's Photo ID with date of birth. Attach proof of New Haven residence (bill or lease). Attach slip from Tax Collector's Office. Enclose the $20 (non-refundable) filing fee. Mail all documents to the Tax Collector (address on form). Each household is allowed up to 2 visitor permits. From the date you apply, until the date you receive the permits in the mail you may receive parking tickets for resident parking. Bring them to the Tag Division (only residential parking violations), 200 Orange St. with your name and address printed on them and a small note that you are waiting for permits. ONLY IF YOUR PERMIT IS APPROVED WILL THESE TICKETS BE VOIDED. IF YOU DO NOT BRING THE TICKETS INTO US AND YOU ARE TOWED, YOU WILL BE RESPONSIBLE FOR THE TICKETS AND THE TOW. There is no fee for a visitor parking permit. Mail all documents to the Tax Collector (address on form). Each household is allowed up to 2 visitor permits. From the date you apply, until the date you receive the permits in the mail you may receive parking tickets for resident parking. Bring them to the Tag Division (only residential parking violations), 200 Orange St. with your name and address printed on them and a small note that you are waiting for permits. A modern car sharing company has come to New Haven.  Through an initial partnership with Yale University, Zipcars are now available for hourly rentals at many locations around the city.

Instead of paying the full expense of owning a car, join Zipcar and pay only for those times when you need transportation that can’t be accomplished by transit, walking or biking.

Starting at $8.00/hour and $66/day you can access cars from a large (and growing) list of cities:  New York, Boston, Providence, New Haven, Chicago, Washington D.C., Chapel Hill, Seattle, San Francisco and many more. 

Zipcar’s revolutionary technology makes car sharing easy and convenient.  Members with valid reservations wave their Zipcar membership card over a special sensor on the windshield of the reserved car which unlocks both the door and the ignition.  Reservations can be made online or by phone either in advance or on the fly.  No more rental counters and paperwork.

The hourly rate includes gas and insurance and the daily mileage limit is 180 miles. There is a one-time application fee of $25 and a yearly fee of $50.  This is a bargain compared to car ownership!

As drivers, cyclists, and pedestrians of the City of New Haven it is our responsibility to share the road.
The Smart Driver Pledge is a citizen-based traffic calming initiative of cars calming other cars.  It is a promise to take responsibility as a driver and a reminder to all that safer streets and neighborhoods can only be accomplished when everyone shares the road.
The Pledge simply states, “I understand that my driving affects the safety and livability of other people’s neighborhoods, just as other people’s driving affects my neighborhood.  In recognition of the desire of all citizens for quality of life, safety and the pursuit of happiness, I declare PEACE in our neighborhoods and commit to using my Street Smarts every day.”
The magnet is a reminder to other users of the road as well as a “pledge reminder” to Smart Drivers that you are taking part in a community-based effort to address the problems of traffic speed, safety, and congestion in New Haven.
